All Wales Induction Framework for Early Years and Childcare

The All Wales Induction Framework for Early Years and Childcare supports new workers during the induction stage of their employment. It covers the principles and values, knowledge and skills that workers need to carry out their role. The framework offers settings a robust structure for induction and ensures that new workers are clear about the knowledge and skills that they need to be able to evidence in their first six months of employment. It also creates a firm foundation for new workers to develop their practice and future careers, in and across the early years and childcare sector.

Childcare, Play and Early Years Workforce Plan

In its document Building a Brighter Future: Early Years and Childcare Plan, the Welsh Government sets out its aim to increase the skills and standards of the early years and childcare workforce. The intention is to improve outcomes for children through access to high-quality early education and care.

The Welsh Government expects childcare workers to be learners who take responsibility for their professional development throughout their career. Working in childcare involves so much more than supervision alone. Childcare workers need to be professionals with a high level of skills, knowledge and behaviours.

The NHS Wales Code of Conduct for Healthcare Support Workers in Wales

This Code of Conduct describes the standards of conduct and attitude required of all healthcare support workers employed within the National Health Service in Wales (NHS Wales). According to the Code, healthcare support workers must improve the quality of care to service users by updating their knowledge, skills and experience through personal and professional development. They must:

  • ensure that all statutory/mandatory training is up-to-date, as agreed with their supervisor
  • participate in and take responsibility for the personal development process in order to achieve the competence required for their role
  • undertake training and education using effective mentorship and supervision to improve the quality and safety of care to service users
  • maintain an up-to-date record of their training and development
  • contribute to the learning and development of others where appropriate.

Code of Practice for NHS Wales Employers

The Code of Practice for NHS Wales Employers offers assurance, supporting the employment of healthcare support workers in Wales. It is supported by a Code of Conduct for Healthcare Support Workers, which describes the standards that individuals must comply with. Employers should be familiar with the Code of Conduct and ensure that staff are supported to achieve the standards it contains. Employers will need to establish and implement systems and processes to support healthcare support workers to achieve the standards in the Code of Conduct. Employers must provide timely, appropriate and accessible education, training and development opportunities to enable childcare workers to develop and strengthen their skills and knowledge. Employers must:

  • provide access to appropriate education, training and other learning opportunities to ensure the continued development of healthcare support workers
  • support appropriate continuing professional and personal development for healthcare support workers
  • establish effective ways to mentor, supervise, monitor and assess healthcare support workers
  • ensure that healthcare support workers have access to supervisory staff who are competent to mentor, coach and review their development, and support compliance with the Code of Conduct
  • address any capability or competence issues that arise regarding healthcare support workers
  • ensure that anyone who delegates tasks is aware of their responsibility to delegate appropriately and to support childcare workers to perform those tasks
  • provide consistent opportunities for healthcare support workers to work at their level of competence and utilise the full range of their education, knowledge and skills.

National Minimum Standards for Regulated Childcare for children up to the age of 12 years

This document sets out the 'National Minimum Standards which apply to child minders and providers of day care for children up to 12 years of age’. Childcare providers must meet the standards and they are inspected by the Care Inspectorate Wales in order to ensure that they do so. Under the standards, the setting's registered person is responsible for making sure that every member of staff has the experience, the qualifications, the skills and the abilities to fulfil their functions. The registered person is responsible for ensuring that the person in charge has at least a level 3 qualification recognised on Social Care Wales' current list of 'Accepted Qualifications for the Early Years and Childcare Workforce in Wales'. They must also ensure that every member of staff receives induction training, which includes health and safety and child protection policies and procedures, during their first week of employment and that the continuing training needs of staff are addressed and provided for regularly. All paid staff need to receive regular one-to-one supervision which encourages them to think about the quality of their practice and raise any safeguarding concerns. They must also receive formal appraisal at least once a year.

Mae’r Fframwaith Sefydlu Cymru Gyfan ar gyfer y Blynyddoedd Cynnar a Gofal Plant yn cefnogi gweithwyr newydd yn ystod cyfnod sefydlu eu cyflogaeth. Mae’n cynnwys yr egwyddorion a’r gwerthoedd, yr wybodaeth a’r sgiliau y mae gweithwyr eu hangen i wneud eu swydd. Mae’r fframwaith yn rhoi strwythur cadarn i leoliadau ar gyfer y broses sefydlu a sicrhau bod gweithwyr newydd yn glir o ran gwybodaeth a’r sgiliau sydd angen iddynt ddangos tystiolaeth ohonynt yn ystod eu chwe mis cyntaf o gyflogaeth. Mae’r Côd Ymddygiad hwn yn disgrifio’r safonau ymddygiad ac ymagwedd a ddisgwylir gan weithwyr cynnal gofal iechyd a gyflogir yng Ngwasanaeth Iechyd Gwladol Cymru (GIG Cymru). Yn ôl y Côd, mae’n rhaid i weithwyr cynnal gofal iechyd wella ansawdd gofal defnyddwyr y gwasanaethau drwy ddiweddaru eu gwybodaeth, eu sgiliau a’u profiad drwy ddatblygiad personol a phroffesiynol. Mae’n rhaid iddynt:

Côd Ymarfer ar gyfer Cyflogwyr Gwasanaeth Iechyd Gwladol Cymru

Mae’r Côd Ymarfer ar gyfer cyflogwyr GIG Cymru yn cynnig sicrwydd wrth gyflogi gweithwyr cynnal gofal iechyd yng Nghymru. Mae’n cyd-fynd â’r Cod Ymddygiad ar gyfer Gweithwyr Cynnal Gofal Iechyd sy’n disgrifio’r safonau y mae’n rhaid i unigolion gydymffurfio â nhw. Dylai cyflogwyr fod yn gyfarwydd â’r Côd Ymddygiad a sicrhau bod aelodau staff yn cael eu cynorthwyo i gyrraedd y safonau a gynhwysir ynddo. Bydd angen i gyflogwyr sefydlu a gweithredu systemau a phrosesau i gynorthwyo gweithwyr cynnal gofal iechyd i gyrraedd y safonau a osodir yn y Côd Ymddygiad. Dogfen sy’n gosod ‘Safonau Gofynnol Cenedlaethol sy'n berthnasol i warchodwyr plant a darparwyr gofal dydd i blant hyd at 12 oed’. Yn ôl y safonau, mae person cofrestredig y lleoliad yn gyfrifol am sicrhau bod gan bob aelod o staff y profiad, y cymwysterau, y sgiliau a'r gallu i gyflawni eu swyddogaethau.
