In order to increase physical activity and healthy eating to a level that benefits health throughout Wales, both Public Health Wales and the Welsh Government need to deliver combined nutrition and physical activity programmes in key settings.

Current programmes include:

Healthy Start Programme

Shopping for food

Healthy Start is a UK-wide government scheme to improve the health of low-income pregnant women and families on benefits and tax credits.

Vouchers, posted every four weeks, can be spent on milk, fruit and vegetables, infant formula and vitamins in a variety of local shops and supermarkets.

Individuals can qualify for Healthy Start if they are over 18 and at least 10 weeks pregnant or have a child under four years old and the individual or their family get:

  • income support
  • income-based jobseeker’s allowance
  • income-related employment and support allowance
  • child tax credit.

Welsh Government healthy child programme

The Healthy Child Wales Programme (HCWP) sets out what planned contacts children and their families can expect from their health boards from maternity service handover to the first years of schooling (0-7 years).

These universal contacts cover three areas of intervention:

  • screening
  • immunisation
  • monitoring and supporting child development (surveillance).

The HCWP aims to contribute to improving outcomes across the Early Years and Public Health Outcomes frameworks, specifically:

  • decrease in the percentage of 0-7 year old Welsh residents presenting at A&E departments having had accidental injuries in the home
  • increase in the percentage of children reaching or exceeding their developmental milestones between the ages of 2-3
  • increase in the percentage of 4 year olds up to date with immunisations
  • increase in the percentage of 4/5 year olds who are a healthy weight
  • decrease in the number of children with dental cavities at age 5.

The schemes expect schools to not only formally teach pupils about how to lead healthy lives, but also enable pupils and staff to take control over aspects of the school environment which influence their health. A ‘Healthy School’ is one which actively promotes, protects and embeds the physical, mental and social health and well-being of its community through positive action.

This scheme is split into two parts to cover all educational settings.

Healthy and Sustainable Preschool Scheme – This was developed as an extension of the Welsh Network of Healthy Schools Scheme. Organisations are expected to introduce health improvement topics into four domains:

  • Leadership & Communication
  • Planning & Delivery
  • Ethos & Environment
  • Family & Community Involvement

over seven health topics:

  • Nutrition and Oral Health
  • Physical Activity/Active Play
  • Mental and Emotional Health
  • Well-being and Relationships
  • Environment
  • Safety
  • Hygiene and workplace Health and Well-being.

Healthy and Sustainable Higher Education/Further Education Framework – This is an extension of the Welsh Network of Healthy Schools Scheme.

The framework is split into six health topics and four aspects of college and university life. The health topics cover:

  • mental and emotional health and well-being
  • physical activity
  • healthy and sustainable food
  • substance use and misuse
  • personal and sexual health and relationships
  • sustainable environment.

The aspects of college and university life cover;

  • governance, leadership and management
  • facilities, environment and service provision
  • community and communication
  • and academic, personal, social and professional development.

Primary School Free Breakfast Initiative

All children who go to a primary school which is maintained by a local authority can have a free breakfast at school, if their school provides free breakfasts. Parents and carers can ask the school to start running the scheme if they are not already doing so. The local authority must provide the school with the free breakfasts unless they can prove that it would be unreasonable to do so.

For instance:

  • if not many children would like free breakfasts
  • the school doesn’t have a suitable place or the equipment needed to serve free breakfasts to children
  • the school isn’t able to get staff to supervise free breakfasts.

Having a healthy breakfast may help to improve children’s health and concentration, which in turn may help them to learn better.

Food and Nutrition for Childcare Settings - Guidance on Best Practice

This guidance aims to support settings to meet the childcare regulations for food and drink, and to also help parents in being more aware of what settings offer their children and taking messages home on the healthy choices they have made.

This will support other national policy initiatives and programmes that impact on early years and children. The food and nutrition guidance is one element of the work being carried out in this area.

The Welsh Government’s vision is for children from all backgrounds to have the best start in life.

Eating a nutritious, balanced diet and being physically active is essential in providing children with the best start in life. It helps to promote a child’s healthy growth and development and sets the foundation for their future health and well-being.

Evidence shows that eating habits adopted in the early years of a child’s life will be taken forward into adult life.

Childcare settings play an important role in creating environments that support healthy choices and encourage young children to eat well. They also play a role in helping children to learn about food and help to introduce good eating habits for life.

Dragon Multi-Skills and Sport

Sports Wales’ aim is to get every child hooked on sport for life. In order to achieve this they believe that it is essential for every child to have the opportunity to develop their physical skills.

Dragon Multi-Skills & Sport is the next step on their sporting skills ladder after Play to Learn (3-7years).

This next phase is targeted at children aged 7-11 years. The multi-skills approach is used to develop young individuals' key physical skills that are applicable to and transferable across a range of different sports.

Dragon Multi-skills focus on the development of essential movement skills - agility, balance and coordination - the ABC's. Every child develops at their own pace, so sessions are tailored to meet the children and young individuals' needs and activities are designed to support their physical development in a progressive way.

Nod Chwaraeon Cymru yw cael pob plentyn i gymryd diddordeb mewn chwaraeon am oes. Er mwyn cyflawni hyn mae’n credu ei fod yn hanfodol bod pob plentyn yn cael cyfle i ddatblygu ei sgiliau corfforol.

Community Food Co-operative Programme

There are approximately 300 community food co-ops running across Wales from places such as schools, community centres, church halls and many other different venues.

As well as being an affordable alternative to the supermarkets and sustainable as there is less waste, less packaging and fewer food miles, co-ops also help individuals eat more healthily. In addition to fruit and vegetables, many co-ops also offer additional produce such as eggs, meat, fish or bread.

As a number of the co-ops are linked to other community activities such as parent and toddler groups, community cafes and social groups, it offers individuals the chance to socialise and meet new individuals.

Anyone can set up a food co-op in his or her community. The Rural Regeneration Unit (RRU) will provide all the resources and support needed to get started.

The eatwell plate

The Eatwell Guide helps individuals understand how much of each type of food they should be eating in order to achieve a healthy, balanced diet. This guide applies to anyone over two years of age regardless of whether they are a meat eater or vegetarian. However, individuals on special medical diets would need to seek advice about whether the guide is right for them.

The Eatwell plate divides the foods eaten and drunk into food groups:

  • fruits and vegetables – aim to eat five portions a day
  • potatoes, bread, rice, pasta and other starchy carbohydrates – choose wholemeal or high fibre versions with less added fat, salt and sugar
  • beans, pulses, fish, eggs, meat and other sources of protein – eat more beans and pulses, two portions of fish a week and one of them should be an oily fish such as mackerel, eat less red and processed meat
  • dairy and alternatives – choose lower fat and low sugar options
  • oils and spreads – choose unsaturated oils and only use a small amount
  • sugary foods – eat less often in small amounts
  • water – drink at least 6 – 8 glasses of water a day and limit fruit juice to a total of 150ml per day

The Welsh Government would like to see 90% of children taking part in regular physical activity by 2020.

Aimed at secondary school children, the 5x60 programme, run by Sports Wales is helping to create an environment necessary for children to take part in extra-curricular sport and physical activity on a regular basis.

Pupils are involved in the decision making process when an extra-curricular package is designed for their school. The planned activities will have taken the children’s wishes and viewpoints fully into account and ensured that they are fully inclusive of every child regardless of ability. They will also cater for the tastes of the children delivery activities that are not normally offered in school such as street dance and Zumba.

In setting the programme up Sports Wales have ensured that children feel that they have ownership of the activities and will be encouraged to help deliver and organise them.

It is hoped that this programme will engender a lifelong love of some type of physical activity or sport that the children can take through into adulthood.

Mae Llywodraeth Cymru am weld 90% o blant yn cymryd rhan mewn gweithgarwch corfforol rheolaidd erbyn 2020.
