An ‘Active Offer’ simply means providing a service in Welsh without an individual having to ask for it. The Welsh language should be as visible as the English language.

Mae 'Cynnig Rhagweithiol' yn golygu cynnig gwasanaeth yn y Gymraeg heb i unigolyn ofyn amdano. Dylai'r iaith Gymraeg fod mor weladwy â'r Saesneg.

  • it means creating a change in culture that takes the responsibility off the individual to ask for care and support through the medium of Welsh
  • providing a service that is individual-centred is vital to the ‘Active Offer’, by providing tailor-made care and support that enables the individual to be assured that he/she is in control and fully understands what is being offered
  • making an ‘Active Offer’ means not making assumptions that all Welsh speakers speak English anyway! It ensures Welsh-speaking individuals are treated with dignity and respect by asking them what their preferred language is and acting on it
  • a positive approach is needed that ensures language need is identified as an essential part of safe high-quality care and support
  • making an ‘Active Offer’ is also about creating the right environment where individuals feel empowered and confident that their needs will be met.

When Sian took her young son to the hospital she didn’t have to ask for a Welsh language service. As soon as the nurse saw that Sian was speaking to her son in Welsh, she was offered the choice of having the service in Welsh or English. Whilst the nurse couldn’t speak Welsh she did allow Sian to translate everything for her son so that he understood what was happening. This made both Sian and her son feel more comfortable about the tests he had to undergo.

Pan aeth Sian a'i mab ifanc i'r ysbyty doedd dim rhaid iddi ofyn am wasanaeth Cymraeg. Cyn gynted ag y sylwodd y nyrs fod Sian yn siarad Cymraeg gyda'i mab, cafodd gynnig dewis i dderbyn gwasanaeth Cymraeg neu Saesneg. Er nad oedd y nyrs yn gallu siarad Cymraeg, rhoddodd gyfle i Sian gyfieithu popeth i'w mab er mwyn iddo ddeall beth oedd yn digwydd. Roedd hyn yn gwneud i Sian a'i mab deimlo'n fwy cyfforddus am y profion roedd yn rhaid iddo eu cael.
